This rare 1950's or 1960's absolutely gorgeous navy blue Michael Novarese piece looks like it is a coat dress -- probably worn over tight pants or a sheath back in the day.
Now can be worn as a coat, duster or dress.
Early Michael Novarese garments are incredibly rare and hardly go up for sale. 
Novarese was an American designer who designed dresses for many Hollywood stars including Jane Russell, Liza Minelli, Judy Garland, Dinah Shore and Elizabeth Taylor to name just a few.
Buttons to waist and then is open.
The fabric is either a raw silk or linen.
3/4 sleeves.
Fully lined with the same raw silk or linen fabric in cream color.
There is no size tag- I would guess it to be US size 4 or 6 but see measurements below.  
Gathers fall from the waist.
Approximate measurements: armpit to armpit = 19.5", waist = 14.5" and length = 45".
Textile is a heavier fabric showing the quality.
In excellent condition with no signs of wear.
